Black Points on Driving License in Dubai

Dubai being home to various nationalities, plenty of driving styles can be seen here, ranging from average to reckless driving. However, defensive and alert driving is required to avoid possibility of a mishap in Dubai. All traffic violations will lead to some form of penalty. Penalties include blackpoints or fines that you may be required to pay. Some of penalties may even involve suspension of your licence or cancellation for a period of time. Majority of the fines that are issued within Dubai are recorded with 48 hours and notifications are sent immediately.

Black point rules

Along with fines system, the Dubai Police has included black points system, to combat bad driving. The black points system has been introduced in Dubai to motivate safe driving practices. A certain number of black points will be issued against your license for a particular violation. For example, if your child below 13 years of age is allowed to sit in front seat of the car, a fine of Dh.100 may be charged apart from four black points which will be given to the driver.

If the total number of black points exceeds 24 points, you may be banned from driving any kind of vehicle for a year. Similarly, black points are charged for parking fines, driving recklessly, speeding, non-renewal of vehicle registration etc.

If Driving a Rental Car

In case you are driving a rental car, your car hire company is liable to pay the fine. Therefore, you will have to contact the car rental company, and go by their advice. In most cases, the car rental company will pay the fine and include the cost in their charges to you.

Transfer of Black Points:

Any fine or charges are charged to the vehicle, and the black points to the vehicle owner. The owner will have the option of transferring the black points to the driver who was then driving the vehicle, if required. In fact, this option of transferring black points to the driver is open to all commercial and private customers, if the driver has actually committed the violation. In case, the driver has any objection in receiving the black points, the Dubai Police can be contacted (8007777).

To transfer the black points, first visit the customer service centre along with the person who was actually driving, to declare that he was driving. Then accept the black points against his license. The registered online users can also transfer black points online.

Black Points Validity

The black points accrued will have a validity of one year. If the black points accumulated are more than 24 at any point of time, driving license will be revoked for a year. The offenders will be given a month’s time from the date of issuance of fine by the traffic department. The driver will have to sign a paper agreeing that he has indeed committed the violation, which puts legal liability on the person.

Reduce or Remove Black Points

Lately, it has been said that the Dubai Police are giving offenders an opportunity to remove up to eight black points from their license by attending four lecture courses on road safety. They will have to pay fines to get the black points removed. But, drivers who have already received 24 points are not eligible to attend the course.

Major Traffic Violations and Fines

The Dubai Police follows stringent measures against drinking and driving. The rule clearly implies that if you have had a drink, you would better take a taxi home, or get a lift, rather than opting to driver yourself. This is because, if you fail a blood-alcohol test, you are sure to spend the night in a police cell, followed by court visits for trial. Moreover, your insurance too will be automatically cancelled.

If you are committing a traffic violation after reaching the black point limit, your driving license may be confiscated for a period of either 3 months or 6 months or 12 months. Three months confiscation is done after first traffic violation when black point limit has been reached, six month confiscation is after second traffic violation and 12 months after third traffic violation, after which, the driver is required to pass a driving course at driving school under the authority of the emirate.

RTA has announced that it will tentatively begin enforcement of automated offence reporting system against vehicles that are breaching Bus and Taxi Dedicated Lane Code from 1st January 2015 wherein a fine of Dh.600 would be charged against offending vehicles.

Speed Limits

One of the most common traffic violations committed by drivers are over-speeding. In Dubai, the speed limits are clearly indicated on road signs and they vary depending on road type. In general, the speed limits are 60 to 80kms in urban areas and 100 to 120kms on main highways and on roads leading to other emirates. However, in residential areas, the speed limits may be as low as 40kms.

You are likely to be caught for over-speeding if caught driving on a speed beyond 50kph, and in such cases, you will be given black points and a fine will be charged. The speeding fines result in black points with 12 points indicated for more than 60kph speed limit, and 6 black points for more than 50kph. However, there are no black points if driving between 0 to 50kmph above speed limit.

There are speed cameras and radars seen frequently on roads, apart from speed bumps that are indicated in yellow. In fact, it is said that there is average-speed and stopping-distance traps that have been introduced to catch speeding drivers who slow only when they notice speed cameras. Speeding fines are mostly collected on-the-spot or are collected when renewing vehicle registration.

Some Tips to Avoid Fines

  • First of all, stick to the speed limits. Although, 10 to 20 kmh deviation is unlikely to be fined, it is better not to rely on this to avoid risk.
  • Do not drink and drive, and this goes without saying.
  • If in a metered parking zone, pay at the meter. Check for expiry of the time on the ticket and set an alarm on your phone so that you don't forget.
  • It is better to keep a Bluetooth or hands free kit or a head piece in case you need to answer an emergency call when driving. If you use your handset, you are sure to get fined.
  • Using your seat belt is imperative for safety, and you can get caught if you are not wearing it.
  • Never ever jump a red light, as it is highly dangerous and carries severe penalties.
