Dubai, being home to several nationalities, plenty of driving styles can be witnessed here, ranging from save to average to downright reckless. However, defensive and alert driving is necessary to avoid possibility of a mishap in Dubai. Driving rules vary from one place to another. Therefore, it is important to known the local laws when driving in Dubai.
Black Point System Rules
In order to combat bad driving, the Dubai Police has a black points system in place, along with the fines system. A certain number of black points will be issued against your license for a particular violation. For instance, if you permit a child below 10 years of age to sit in the front seat of a car, Dh.100 fine and four black points will be given to the driver. If the number of black points exceeds 24 points, you will be banned from driving any vehicle for a year. Similarly, there are black points for parking fines, speeding, driving recklessly, non-renewal of vehicle registration, and so on.
The Dubai Police has very stringent rules against drinking and driving. This implies that if you have had a drink, it is better that you take a taxi home, or take a lift, rather than driving yourself. This is because, if you fail a blood-alcohol test, you may find yourself spending a night in a police cell, followed by trial in Dubai Courts. In addition, your insurance too will be automatically made void.
If driving a rental car:
If you have been driving a rental car, your car hire company will have to pay the fine. Therefore, you will have to contact the car rental company for advice. In majority of the cases, the car rental company will pay the fine, and include the cost in their charges to you.
Transfer of black points:
At present, all fines and fees are charged to the vehicle, and the black points are usually issued to the vehicle owner, irrespective of who was driving the vehicle. The owner will have the option to either transfer the black points to the driver who was driving the vehicle. All commercial and private customers have the option of transferring black points to the driver who actually committed the violation. If the driver who received the black points has any objection, then the Dubai Police will have to be contacted (Tel: 8007777).
To transfer your black points, you will have to visit the customer service centre along with the person who was actually driving to declare that he was driving, and accept the black points against his license. In case you are an registered online user, you can also transfer black points online.
Black points validity:
However, the black points accrued will have a validity of only one year. If the black points accumulated are more than 24 at any point of time, the driving license may be revoked for a year.
The system offers offenders a month’s time from the date of issuance of fine at the traffic department. The person who claims that he was driving, will have to sign an undertaking agreeing that he has committed the violation, which puts a legal liability on the person.
It is said that lately, the Dubai Police are giving offenders an opportunity to remove up to eight black points from their license by attending four lecture courses on road safety. They will also have to pay fines to get the points removed. However, drivers who have already received 24 points cannot attend the course.
Speed Limits
In Dubai, speed limits are clearly indicated on road signs and vary depending on road type. In general, the speed limits are 60 to 80 Km in urban areas and 100-120 km on main highways and on roads leading to other emirates. However, in residential areas, the speed limits can be as low as 40 kms.
Speed cameras and radars are frequently found and speed bumps are indicated in yellow. Speeding fines are mostly collected on-the-spot, or are paid when renewing vehicle registration.
Black points are given if you are caught driving over 50kph, in which case, there will be black points and fine charged. It is also said that average-speed and stopping-distance traps were introduced recently to catch speeding drivers who slow down only when they see speed cameras.
