The Emirates National Development Programme (ENDP), a Dubai knowledge and Human Development Authority initiative, has black-listed more than 500 Emirati jobseekers, so as to combat lax work attitudes, including their refusal to several job offers.
According to ENDP Executive Director, Eisa Al Mulla, although the programme is the only emiratization programme to take such drastic measures, the aim is not to punish jobseekers. By placing these individuals on blacklist, it does not imply that they are outcasts.
"In fact, ENDP is here to help them find a job. But, if they can’t help themselves, we can’t do anything for them," Al Mulla said.
The candidates who were black-listed, were named so, for being finicky about jobs offered to them on more than six occasions for reasons such as taking the job search lightly by not attending the interviews or recruitment days, and for citing reasons such as not being able to wear a uniform or inability to work in shifts, and for turning down job offers. The list is usually updated twice a year.
The blacklist is a measure to help those careless about jobs, to find suitable employment and change their mindset. The blacklisted individuals will not be contacted for six months, but will be re-contacted thereafter.
The ENDP records reveal that there are currently 16,000 unemployed Emiratis in UAE, out of which, 2000 are in Dubai. Through the ENDP counselling, recruitment and open day sessions, that focuses on placement within private sector. Emiratis are matched to find suitable jobs.
According to Al Mulla, it is important to prevent lax mentality towards hard work so as to prevent unemployment and to stop the blacklisted figures from further growing, as these 500 might further affect others. Posted on 16/11/2009
