New employment Bylaws approved by the Ruler
The Bylaws and Executive Regulations for implementation of the Federal Human Resources Law has been approved by H H, Shaikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of UAE and Ruler of Dubai.
This initiative is a part of government’s effort to establish clear standards and effective managerial government measures to develop human capital, clarify the duties and rights of employees in the federal government and offer an appropriate work environment for all employees.
The provisions of the new by-laws are applicable to all staff at the federal agencies. The HR departments at these agencies will implement the law as published in the official gazette.
The new law includes all details on the rights and functions of employees, evaluations, employment operations, motivation rules, leaves, penal codes, and such other issues pertaining to human resources at federal agencies.
The new regulation grants better powers to ministries and federal public institutions, particularly in employment. They also have flexibility in matters pertaining to types of employment, based on actual needs of the concerned agencies.
The regulation also emphasizes on periodic evaluation of employees, linking them with promotion and incentives to create a fair and encouraging work environment and for better production.
The by-law also details out allowances, leaves, bonuses and promotions federal government civil servants are entitled to, based on their grades.
The by-law is a part of government initiative for restructuring the procedures of human resources law in the federal government, and the launching of a set of tailored initiatives and systems aimed at meeting human requirements and for achieving long-term development goals.
